About the Author
Ian Tiley has almost five decades continuous experience in New South Wales local government initially in management and administration and, since 1991, as an elected councillor and Mayor serving on five councils. He was the inaugural first Mayor of Clarence Valley Council and is currently an Adjunct Research Fellow at the University of New England Armidale NSW. He has served on a number of regional development governance entities and continues to campaign for the future of regional Australia.

A thorough investigation from a unique vantage point

In 2004, six local government councils in the beautiful Clarence River valley in New South Wales, Australia, were forcibly amalgamated. The logic was that one larger council would be more economically efficient, more able to secure professional expertise, and more able to plan coherent, strategic policies for the whole valley.
For several months before the event, many letters to local newspapers voiced their strong views that local representation, and advocacy for local issues, would be lost.
On the day of the amalgamation, the papers fell silent and the valley watched and waited. (I was one of them).
What happened?
Dr Tiley's book presents the answer in a very comprehensive and scholarly investigation, almost 10 years after the event. He is well qualified to do so. As a serving councillor in the area, indeed Mayor, now turned academic, Dr Tiley presents a unique vantage point: the inside information understood within a scholarly framework.
With clear and engaging writing, Dr Tiley describes interesting (and quite contrasting) trends in local government amalgamations in a number of other countries in Chapter 2, before turning, in Chapters 3, 4, and 5, to the uniquely Australian context. Australia has single councils serving large metropolitan populations and many small councils serving very few. But some of those few are dispersed over such vast distances that their remoteness is quite unique in the developed world. The issue (and history) of amalgamation reflects the full spectrum of concerns arising from such diversity.
The story is told by interpreting many key reports and documents. This style accelerates in Chapter 6 where the book turns to, and remains focussed on, the case study: the new Clarence Valley Council.
We get a first-hand and first-rate account of the political intrigues and predictable parochialisms of the key players. We are also led to the practical realities: how an order to amalgamate six councils actually translates into a multitude of on-ground complex decisions surrounding the need to consolidate financial accounts, honour commitments not to retrench staff, choose employment awards, plan new IT requirements, absorb local environmental plans, rationalise Development Control Plans, co-ordinate economic development strategies and so on.
How did it all turn out?
I can't spoil the story, but I can heartily recommend the book and its thorough approach, to all who are interested in this important, but neglected academic field.
